紧急求助关于加拿大四人以上签证问题！！十万火急！

7月2日同一个邮包递签五人 ，是一家三口和另外一对夫妻，加拿大北京签证中心受理签证，7月17日收到签证处邮件内容如下：Subject: ADS compliance1-2VKG535 & 1-2VKG4ZD
To whom it may concern:
You have submitted a tour group of 2+3 individuals.
Please note that if you apply as a group of five or more and are part of an organized tour you are considered as an ADS group and must comply with ADS regulations. This includes tours that combine segments in the USA and Canada. Documents should be supplied in accordance with ADS document requirements as provided in the Application Kit, including a covering letter which you can base upon the covering letter attached.

If you believe you do not meet the criteria of an ADS group you must provide a letter of explanation on agency letterhead on why your group should be exempted from this requirement.
Please comply with this requirement by Tuesday, 23 July 2013. Failure to comply may result to a withdrawal of your application(s).

或许他们的思维比较直接吧，认为五个人一起递交就是超过四个人 ，可是中国人的思路 总可以理解为一个三人家庭 一个二人家庭。
