先是陆续看到一些新闻说签证新政：
据悉，日前菲律宾移民署发布了一项新的签证政策，作为促进和鼓励中国旅游交流计划的一部分。以旅游为目的前往菲律宾的中国大陆公民可被准许免签入境菲律宾并停留不超过7天的初始授权。其需具备以下条件：1.持有有效的美国、日本、澳大利亚、加拿大或申根签证其一；2.有效期大于6个月的国内护照；3.返程或是续程的机票；4.在移民局内没有违禁纪录。免签入境最多可延长14天，最长可停留21天。

里面的连接点进去，除了韩国大使馆的，都是无法显示或者内容不对，菲律宾官方的文档一直到不到。。
无奈，自己动手，一个网页一个网页扫菲律宾移民局，还是自己动手管用，终于给我找到了：

终于让我找到官方文档，哈哈哈哈！是9月份发布的，受紧张关系影响，可能知道的人确实不多
不过文章里直说了可以延长，没说怎么延长到14天或者21天，这个有待验证。不管怎么对我们是个好消息，搞个美签可以省钱了

NO. SBM-2014-012
GRANTING VISA-FREE ENTRY TO THE PHILIPPINES TO CHINESE
NATIONALS WITH VALID AND CURRENT AMERICAN, JAPANESE,
AUSTRALIAN, CANADIAN OR SCHENGEN VISA
Pursuant to Section 3 of Commonwealth Act No. 613, as amended,
otherwise known as the “Philippine Immigration Act of 1940”, in relation to
Section 9(a) of the same Act, and in support to the national government’s
program to promote and encourage tourism development, CHINESE
nationals who wish to visit the Philippine for tourism purposes may be
granted a VISA-FREE entry into the country for an initial authorized stay
not exceeding seven (7) days, provided they possess the following:
1. Either a valid and current AMERICAN, JAPANESE, AUSTRALIAN,
CANADIAN OR SCHENGEN Visa;
2. A national passport valid for at least six (6) months beyond the
contemplated stay;
3. Return or onward ticket to the next country of destination; and
4. No derogatory record with the Bureau of Immigration.
The seven (7)-day visa free entry may be extended by an additional
fourteen (14) days for a maximum of twenty-one (21)-day stay.
This type of admission shall be non-convertible to other visa category
and can be availed in all major international airports and secondary
international hubs (SIHs), as well as in seaports by passengers on board
cruise ships/vessels.
All circulars, orders and other issuances inconsistent with this
Memorandum Circular are hereby revoked or modified accordingly.
This Circular shall take effect immediately.
Furnish a copy of this Circular to the Office of the National Administrative
Register (ONAR), U.P. Law center, Diliman, Quezon City.
